You probably have a 30amp service that will only run one at a time. The units go into what is called shedding, basically one compressor turns on the shuts off, then other one turns on.
First check the unit that is not working by itself. If still not cold, remove the shroud on the roof and give it a good cleaning. That would be where I would start...

this would be my first guess. as I recall some dual AC units of that vintage had a switch to manually switch between AC units.
