This is normal for the square types of trailers. When I say "mormal", I don't mean excessive, but you can tell when the wind hits it. The rounded trailers like an Airstream or Avion usually won't do that. In thousands of miles of pulling a few of them I have never had it happen. It is just the aerodynamics of the trailer. Think of it as pulling a big sail. The winds will catch, and cross winds can be felt much more.
