The "blink" would have been handled by the load support feature on a hybrid inverter. I know this from personal experience.
Low voltage would be handled by an autoformer. My preference is the Sola Basic, because it both bucks (1 level) and boosts (3 levels).
I always check shore power under load before I plug in.
May I ask if you have ever had a high voltage disconnect event?
