Water might work for carbon deposits, despite the risks of hydro-locking the engine and destroying it, but I suspect the water would do little for gummed up carb or injectors.
On the other hand, I've dropped whole carbs that were gummed solid in a coffee can of SeaFoam, left it for a week, hit it with some compressed air, bolted it on and started the engine.
