I think if you do the math you'll find that survival on electrical power without a generator is impossible. You'll need a much bigger battery bank (not to mention additional solar). I doubt he has room on the roof for the power plant capable to survive -30.
As I see it, the tank heaters will be overwhelmed. They will not be able to keep the contents from freezing. He'll need to keep all the tanks dry.
With espar heating, or something similar, the electrical power requirements become minor.
