Because that's what that particular panel is doing, irrespective of what the others are doing. The voltages don't mix or interfere with each other.

I just think of it as a series of water pumps, each of which adds its own pressure to the incoming pressure it sees. What comes out of the last pump is the sum of those individual pressures, even though they may all be different.
The resultant 'amperage' would be determined by the diameter of the smallest orifice in the string. And, as long as your panels are reasonably close in Isc (diameter), it is magic.
