Because that's just the designed pressure of the panel. I don't know how else to explain it.
If it is not connected, it is at Voc. If it is connected, it is at the voltage of whatever it is connected to. With PWM, it is battery voltage. With MPPT it is the voltage the MPPT applies.
The MPPT can only apply one voltage but they are all at different voltages but their total voltage just happens to be the total of their rated Vmps. How did the MPPT figure that out?
I bet this has to do with those horrible watts things. :(
