Totally normal for an ungrounded chassis. If you measured between the chassis and a good safety ground it would probably be higher. To cover all the bases: It is NOT normal for the chassis to be ungrounded and this should be fixed before the RV is used or occupied. Statistically, the most common cause of this condition is a faulty adapter between the shore power cord and shore outlet, so the adapters are the first thing to check out and/or replace.
