OP here: I checked my cables and adapters and they read essentially 0 ohms (one read .1 ohm). Unfortunately I was not able to check the receptacle before I left that location.
Now I'm at home and the rig is plugged into a GFCI receptacle that I know is wired correctly.
I repeated the original scenario and the reading is 2.2VAC from frame to damp earth. No buzz between knee and forearm this time.
