Shocking! AC power tingle between frame and (real) ground

My Class C RV (sitting entirely on rubber tires, no jacks) is at the other end of a 150 foot 3 wire 14 AWG extension cord and our earth is saturated because of many days of heavy rain. I am reading about 0.4 VAC from chassis to earth.
