Shocking! AC power tingle between frame and (real) ground

I was doing something at the back of my RV today and I put one knee down into fairly damp earth (heavy rains here the other day). I steadied myself by leaning my right forearm on the bare aluminum hin...

An open ground is creating the hazard. The outlet tester is just conducting current to try to light up its hot-to-ground light.
but I tried a 2nd tester , a hubble tester and it also did the same thing. when I pulled it out I no longer received a shock when outside kneeling on the ground and leaning on the steel part of the frame. the hubble tester was an expensive tester and it showed no abnormal functions.
