Another thing, I am on an acreage 15 miles from the nearest town. The OP could be in the middle of the city for all we know. By this I am implying lots of stray 60 cycle AC earth currents in the OPs neighborhood.

Is your 5th wheel using any metal jacks that are sitting directly on earth as we speak? Or, are your landing gears sitting on wood? Dry wood or wet wood?
What I am looking for is a direct short to earth that could be masking your 2.2 VAC reading. That is why I pointed out that I am a Class C on rubber tires without a conductive path to Earth other then my 3rd wire Ground.
When I got the shock, the front jacks were down and the rear stabilizers were down, both on blocks of wood, but everything was very wet.
When I did the voltage test yesterday and got 2.2 VAC, the earth was moist but not soaking. A few days ago when I got the shock between my knee and arm, my knee was wet and my arm was wet.
