So, when you got the shock and it was only 18VAC is probably because of other ground conductors in parallel. This is beacuse an RV chassis with a completely open GROUND WIRE (and no other faults) the Chassis to Earth will adopt a level 1/2 way between 120 VAC which is about 60 VAC Chassis to EARTH, OR LESS. You can appreciate it would be more of a tingle then the tingle you experienced at 18VAC.
Then it is a pretty safe bet you did not have Ground Wire continuity at the other site BUT you NOW have GROUND continuity with the present setup and the 2.2 VAC is because of the same thing as is creating my 0.4 VAC. If I ever figure out what is responsible for this Earth current I will post. For now we will assume it is a normal thing. Thankyou.
