Shocking! AC power tingle between frame and (real) ground

I was doing something at the back of my RV today and I put one knee down into fairly damp earth (heavy rains here the other day). I steadied myself by leaning my right forearm on the bare aluminum hin...

We are suggesting the maximum current through the 3rd wire Ground Conductor is 10 milliAmps. If we had 1000 feet of 14 AWG Ground Wire (from the Neutral/Ground/Earth bonding) it would be about 2.5 Ohms of wire which would only produce a 0.025 VAC drop. Joe has 2.2 VAC and I have 0.4 VAC. So the question, where is this unexpected voltage coming from? It seems to have something to do with EARTH currents and not just the current in the wire.
