OK, that sounds like the charger isn't on which seems consistent with the blue led not on. ie Most newer chargers don't need the battery connected to run the lights.
Normally I'd use a voltmeter to find the problem. It could be a loose wire, etc. However with a new rig the dealer might be the best option.
