Should Pwr Converter Fan run continuously ?

Our Converter Charger fan will run for a period and then shut down. When the fan is off, I've checked the DC power output with the 12 V battery disconnected and it reads the accepted 13.5 V. Will the converter malfunction without the fan running ?
We've had 10 various RV's and this seems like an elementary Q .....but I'm perplexed .

    And make sure if your converter is up along side the bed that relatives, friends and family DO NOT put anything up against the fan vent.

    There is a warning sign on the vent to not block fan or fire can occur.

    Trust me they are right. Had a guest that kept putting her bag up against the fan vent that blocked the air flow. Converter wires did catch fire. :R
