The method I use to see if an inverter or generator is safely "bondable" is to take a small as possible 120 volt light bulb (4 or 7 watts for example) and connect it from one of the AC outputs to ground. If the the AC output is pulled down to zero volts with respect to ground, the output can probably be safely bonded. An even better check is to place an ammeter in series with the bulb. If the maximum current flowing is only a few mA., that's another indication that bonding is ok. The worst that will happen, in theory anyway, is that the light bulb will light up to some degree. I'm not saying that doing this is 100% safe, just that it has worked reliably for me.
