Soldering is not a reliable mechanical connection and will most likely melt the insulation around the joint.
Aside from not being to code, splicing wire of that size that is subject to a lot of movement isn't a good idea anyway. If it were always stationary, butt connectors applied with a good crimper and heat shrunk would be functional and would probably last for years. The appropriate fix is to clean up the ends and put on interlocking connectors. Marinco also makes water-resistant boots for their plugs, but to use components that will hold up long term to outdoor exposure, you are probably looking at the cost of a new power cord. All things given, I would buy a new cord and move on.
