Some electricians might balk at this but but solder and shrink tube each conductor then paint the whole cable with liquid rubber.
That is rather close to what I'd do as well.
Actually you can buy a waterproof splice kit for just about any wire, Kind of pricy.
or you can do as PBITS suggested. with the following "modification"
Get your shrink wrap at a Ship's Chandler or marne store, Get Marine grade WATER PROOF, this comes with a mastic like inner liner.
Get 3 pieces big enough to fit over the wires
And a 4th piece big enough to fit over the cord's outer jacket (Allow some extra size to slide over the joints
Cut the wires at 3 differet points.. Example
Cut the outer jacket back 3 inches each side.
Cut one white wire to 1.25" and the black wire on the other half to 1.25" Slip heat shrink over the two LONG sections.
Cut the GREEN wire so both ends are the same length and just long enough to make the trip. and slip heat shrink over one end.
Slip at least a foot of heat shrink over the outer jacket.
now solder and heat shrink so you have the three connections lying out like this
White
. . . .Green
. . . . . . . Black
Now slip the outer heat shrink on and shrink it down.
