If the fuse is too large for the wire size chosen then the wire becomes the fuse. That is not a good thing.

ISTR the NEC specifies that fuses and breakers must not be run continuously at over 80% of their ratings, but the wire itself can be run to its rating ok. So when you fuse a wire for the wire's rating, you have to "overfuse" it by 1.25
that would seem to leave a slight gap in protection between what the wire is allowed and when the fuse will blow (Of course I may have that all wrong!)
