Perhaps it only means if you use 30 instead of 3, you won't get 100 amps out of the other end, but something less, so who cares?
Ampacity: " Ampacity is defined as the maximum amount of electrical current a conductor or device can carry before sustaining immediate or progressive deterioration."
It is a constant and has nothing to do with voltage drop or how the wire will work within any given distance.
