where did you buy your propane ?
have you emptied the tanks and let them air out dry
could they have moisture or OIL in them
have you taken the regulator to a certified 'gas' service man to be checked cleaned or replaced
AFAIK there is NO special regulator, unless you are talking "Artic" weather and Compressed natural gas
