If this is only happening when it starts to get around the freezing point it sounds like you have moisture in the lines and/or regulator. When propane vaporizes and goes through the regulator reducing it's pressure it also drops significantly in temperature. Any moisture in the system will freeze if there isn't sufficient ambient temperature to keep this from happening. Get your lines purged and changing regulators is not a bad idea as well.
