I had a similar problem and it was the regulator.
I left my tank cover off and a strong rain storm blew in. The regulator has a small vent hole that rain got into. At night the water would freeze and not allow the regulator to work properly. However, my heater would not work but my stove would still have a very low flame due to low pressure whereas yours has no pressure.
