If there is not enough sun the batt may never get to 14+v, does any know what the OPs power needs are? What the local irradiance might be in the winter, 1-2 kwh/m^s/day? Tilting will add more than mppt! If batt voltage stays in the 13s then mppt will add some. Discharge lifelines need long abs but that's at higher charge rates the OP has.
