Why would one suppose most all converter chargers charge at 14.4-6, and not at 14.8-15+ ?? Because except for cold weather it would create a dangerous situation of boiling water out,.....defined as "frying batteries"
OP Give it up and get a good charger otherwise you'll be buying more batteries.
