Actually there is a different chart for resting voltage. As the chart above shows 10.5 volts as discharged is actually part of the BCI (Battery Council International) definition of RC (reserve capacity) where the battery is loaded to 25 amps and 10.5v is the stopping point considered discharged.

So 12.06 volts is really someplace between 25% and 50% depending on load and time rested.
