This is why no fuse is necessary with 1 or 2 strings. It's when you get more than 2 strings in parallel that you need fuses. Say you have 4 panels in parallel, all rated for 3 amps and one of them shorts out. Now the other 3 panels will try to push 9 amps thru the short. The panel is only good for 3 so you have a potential for a fire.
Take the same situation with 2 strings, both rated for 3 amps. 1 panel shorts and the other sends it's 3 amps thru the shorted panel. No big deal, the panel is rated for 3 amps anyway.
