You do not need fuses. If a panel has an Isc of 3 amps and you put a 5 amp fuse in the circuit, a short would not blow the fuse because the panel can only produce 3 amps.
For 3 panels in parallel the shorted panel would receive 6 amps using your example.
The general rule is that 3 or more parallel panels each panel needs to be fused. A 2x2 series/parallel arrangement is equivalent to 2 in parallel and fuses are not needed.
