That is bad, costs American installers jobs.
The right way is for the US government to price support US makers with hand outs like the tobacco industry gets. This makes jobs for US installers, and reduces the cost of US made panels.
Price supports is the only way to combat price supports another country gives its' manufacturers.
But then import tariffs and price supports are never good in a free market system.
