"Connect" to be defined!!! OK, if you are wiring up the panel to the controller terminals (with the battery already connected of course) it is best if the panel is not "live" in case you manage to get pos and neg touching at the controller or whatever. Blanket over the panel.
If you already have the panel wires on the controller ok, but do have a switch on one of the two wires from controller to panel, then it is ok to connect the panel when it is "live" by closing the switch.
If you will have such a switch, then you can initially wire the switch- to- controller wire and the other panel wire to the controller. Now you can wire the panel to switch wire no problem (especially if you already know which way the switch is "open" then leave it open while wiring in the panel to switch wire) The kind of switches I use, you can't tell open from closed until you hook them up and try it. :)
