Mena you landlubber! A "topsail wind" is a wind pressure of 2 lbs per square foot.
This was important in the days of iron men and wooden ships. With the tactical advantage of the weather gauge your ship was heeled toward the enemy ship, so your lower lee guns would have to be out of the water and be able to shoot at the other ship.
So your degree of heel had to be designed in, knowing the guns could only elevate 12 degrees so your heel could not be more than that. They designed the ship so the heel in a topsail wind would be 7 degrees, so they had some margin.
So you want your solar panels to stay stuck on the roof in a topsail wind or whatever it comes to at your highway speed plus the wind speed at the relative direction the two winds create. The OP might be ok if relative wind is one way but not ok with the same force of wind from a different relative direction. He should design for all ways
