I would use 1/4" aluminum stock. That 7" tall narrow strip is a bit thin at 1/8". Had mine installed 4" high, to clear the plumbing vents. On 1/4" alum angle. No worries with winds.
You are saying VHB tape, but I see caulk-looking goo on some brackets. IMO, caulk (Dicor) with #10 screws is the way to go on EPDM roof. VHB works on fiberglass roofs better.
