Your numbers only work for a 24 volt battery bank. Since it is 12 volt Westend is correct.
I would never buy a controller and run it "flat out". I would never buy a controller that did not have temperature compensation. I would never buy a controller where I could not add an additional panel. Three strikes--and this controller is "out".

The input rating of the controller is 20w less than the output of the module. That may or may not be a problem but you may want to check with Tracer before mating to that panel.
