Not sure about that panel...... But some panels can and do put out 100% or more of their rated power
As an example my RV's system with four Kyocera panels for a total of 550watts gives me in excess of 40amps @13.6 Volts on a regular basis. The way I see it the four flat mounted panels output close to and sometimes greater than 100% of their rated power. 100% of rated power is something that should be expected from a good panel and controller combination.
