I wasn't asking about amps. Both of my panels exceed their Isc even here in Denver with the brown cloud. That doesn't mean they are putting out rated watts.
Even at that, a MS 15 is recommended for a 230w panel and it is being pushed or exceeded often especially if tracking. When I spoke to Marc at Rogue about the original 30a controller, he said 450w was no issue as he thought I'd never see 30a due to how far north we are. He even thought I'd be fine at 500w but I can tell you 230w will put out over 16a, 500w will easily exceed 30a at altitude.
In both those cases it is considered acceptable because the controllers will shed or clip the excess probably as heat in the controller.
