IMHO clouds even heavy cloud cover does not even begin to dampen panel output as much as full shade. Regardless if enough wattage potential is used, enough output to make a difference can be gained. With my own place I cannot afford to do this. I must use 700 - 1100% overkill wattage potential - eleven panels to do the work of one is beyond my ability. Panels have to be hauled to the site and actually tried out and proven, to gain an accurate perspective.
