Yes it shuts off (At a voltage you select) then it turns back on (At a voltage you select) As an example you could set it at 14.8 volts then set it to turn back on at 13.4 volts.
Make NO mistake this is a cheap and inefficient solar charge controller. As an example, if you dont understand that it would need to be turned down durring non use times, it will eventually overcharge your batteries.

In reading that manual, I can't see any setting for it to turn back on. There is the one setting for stopping charging. But the other settings apply to turning the LOAD on and off. I *think* BFL has written that you have to disconnect the pv source to get it to restart charging at whatever charging voltage you have set.
I am just looking for something to have on hand as a cheap backup. If it doesn't continue to charge after hitting the desired voltage, that seems goofy.
