Spec for black water tank is 34 gal yet 21 fills it???

It is a 2008. We have been going heavy on the tank treatments to help dissolve build up and I stuck a wand into the tank in an attempt to clean the probes.

Will pick up some rinse. Still we are talking a difference of nearly 14 gallons or 41% of the tanks volume. That's a lot of residoo. Misspelling intended.
