Spec for black water tank is 34 gal yet 21 fills it???

Was this 21 gallons measured?

Thought I had a problem with mine and actually measured and dumped in the water to check it and was right on.

I wondered about the same thing...how does one measure what comes out of a black tank?

Or what goes INTO it, for that matter...?
