Yes, there are stand-alone fan controllers, but they are usually set up for multiple fans used in gaming systems, but they are cheap if you just want to play. If you are going to search for the PWM pulse on the dimmers I listed above, you will need at least a scope to get it working properly.
It sounds like you haven't tried the Noctra on a PWM control. I suggest you try it and see if you can hear the ESC or not. I have 4 3phase motors, all running on the same PWM and the whine at the top of the fridge exhaust cannot be heard at all inside or outside at any speed. Nor can the fan (noise) itself. You have to listen hard to even pick it out.
The PWM modules I have are $20 at All Electronics, and the identical units are as cheap as $2 on eBay delivered. Cheap enough to experiment with even if you smoke it. But you DO need a scope
