Most computer fans do not have temperature control circuity (thermistor or otherwise)... that function is performed elsewhere, usually by chips on the computer's motherboard or a fan control module.
The diagram is a simplified equivalent of a single phase fan drive circuit, perhaps called a functional diagram... it is a representation of a microchip buried inside the fan.
