The motor stops short of full retraction because there is unusual resistance sensed by abnormal amperage draw. That resistance is usually in the external linkage. WD-40 is great short term solution for freeing up said linkage.
But sometimes the resistance is in the motor gear assembly itself, and must be taken apart, cleaned, and lubed.
The motor gear assemblys in most (older for sure) Quickie steps are not sealed well,.....actually are not designed to be in weather elements, and after a few years can get water inside, putting proper operation on borrowed time.
