Many thermostats are controlled by a "time proportional" algorithm, not a deadband.
Many thermostats will "cheat" by displaying the room temp is at setpoint when it is just close; makes you think its running perfectly!!
You need to find the setup for your stat, and make sure it's configured correctly for a heat pump operation.
