I had the same problems as you when I lived in Navajo County, AZ. The dust storms would fill the felt window tracks with so much grit, the power windows were practically useless.
So, you must clean the side felts and also the felt wiper that is at the bottom of your windows. Wipe and wipe again with a water soaked rag.....after vacuuming out whatever grit you can. I wouldn't try using any type of lubricant on the felts because it will only attract more dirt.
