I wish I knew more. I have no intended access to the inside of the box. I have considered messing with the wiring in the box but don't really feel safe doing anything and maybe leaving a trap for someone else. If tieing the neutral with a ground outside the box I would try it.
The ground wire was added years as a safety wire years ago to procect against a short of appliance cases etc to the hot or neutral. It is not intended to carry any current except when there is a ground fault. Bonding to the upstream neutral can defeat it's safety intent.
