All MPPT controllers switch to PWM when the battery start approaching fully charged.
Input voltage doesn't matter--but higher is, in my opinion, better. All input voltages need to be the same, and identical panels are better.
My own system has an input voltage of 33 to an MPPT controller, with adjustable set points for voltage and a temperature sensor. At 256 watts it was enough to keep my battery bank quite happy--and all trips started with a 100% state of charge for the bank.
When the battery bank is "hungry" I do see 17 amps of charging happening at solar noon.
