The two resets are for the Electric ECO (High temp) T-stat and for the Gas ECO T-stat. Separate sets of t-stats for electric and gas.
Power comes from AC circuit breaker to the ON/OFF switch to the T-stats for electric then to the electric element.
Turn AC CB OFF then back on (making sure it closes) then check for 110V AC power at and thru t-stats (No power thru----try resetting.....still no power---replace the set of t-stats)
Power thru t-stats.....check for power thru electric element.
