When I bought my RV, the WH was dead. Based on what you say, the first thing to do is put a meter on the solenoids while someone operates the switch and confirm they are getting 12 volts.
If there is no voltage getting there, get a battery and put 12V to them. If gas flows, then it is likely the controller.
If there is voltage getting there, try the following. You will see 12V for a few seconds, then it will have nothing. Keep the leads on there and wait about a minute. If it clicks the igniter and you get 12V again, then the board is working normally and it's probably a bad solenoid assembly. New solenoid valve assemblies are about $80.
