My inverter, Magnum 4024, you can turn the charger on or off, and if you look into it you may find that you can turn off the charger on most inverters. You can get an external automatic transfer switch for around $50. I'm not aware of any low-end, low powered (non-pure sine, 1,000 watts or thereabouts) that have no charger but do have a built in ATS. I picked up a really inexpensive 1,000 watt pure sine inverter last year (around $180) and paired it with a 30 amp transfer switch that I already had to put in my car trailer.
